Expansion teams are allowed as long as:
Total number of the final teams are even in numbers.
Approved by 2/3 of the whole league.
To determine the initial line-up of each expansion team:
Existing teams are allowed to keep 10 of their 15 players and waived the rest to the expansion draft.
Each expansion team will draft alternately up to 10 players during the expansion draft.
Expansion draft should only consists all waived players but won't include any rookie players.
To complete the 15 man rosters, all teams will undergo a 5 round draft, in which draft order will be based on the existing draft rules.
The new teams will be given the last 2 picks (depending on the number of expansion teams) during the 5 draft rounds.
